THE government has introduced new provisions to the Penal Code to address bullying, harassment, insults, and the misuse of personal identity information—including offences committed online.

Minister in the Prime Minister’s Department (Law and Institutional Reform), Datuk Seri Azalina Othman Said, said the amendments were enacted through the Penal Code (Amendment) Act 2025 [Act A1750], which received Royal Assent on 25 February and was officially gazetted on 7 March 2025.

“These amendments introduce new Sections 507B to 507G, specifically aimed at tackling bullying in all its forms, including online,” she said in a statement issued today.

She explained that the new sections criminalise acts of harassment, threats, bullying, insults, and the misuse of personal identity data. They also cover situations where such actions may lead to attempted or actual suicide resulting from provocation.

“The amendments provide for offences involving harassment, threats, bullying, insults, and identity misuse—including circumstances that could lead to a person attempting or committing suicide as a result of being provoked,” she said.

Those found guilty may face up to 10 years’ imprisonment, a fine, or both.

Azalina underscored the importance of public awareness and compliance with the new law.

“It is the responsibility of every citizen to understand and comply with the law now in effect,” she said.

She encouraged members of the public who require clarification to seek information directly from the Legal Affairs Division (BHEUU) of the Prime Minister’s Department or the Legal Aid Department, both of which provide free legal guidance.

“Let it be clear—ignorance of the law is not a valid excuse. A proper understanding of one’s rights and responsibilities under the law is the first step towards building a safer, more ethical, and compassionate society,” she added.

Azalina also urged all ministries, agencies, organisations, and institutions to ensure their personnel are kept informed of ongoing legal developments and to align their internal policies and procedures accordingly. - August 11, 2025
