FORMER Klang member of parliament Charles Santiago emphasised the urgent need for binding agreements to dismantle corruption within the labour migration system, close loopholes exploited by cartels, and ensure dignity, fair wages, and remedies for migrant workers.
He warned that without such measures, Malaysia and the wider region risk sanctions, lost contracts, and reputational harm, in a post on Facebook today.
Speaking at a regional consultation on forced labour, Santiago outlined how corruption permeates every stage of the labour migration process.
He described inflated quotas funnelled to rent-seeking agencies and political-business networks that trap workers in debt bondage and modern slavery.
“Powerful elites and cronies manufacture a system to enhance their income,” Santiago said. “This has resulted in false demand, overpriced recruitment, confiscation of passports, and non-payment of wages and overtime.”
The consultation concluded with a strong call for a binding labour migration agreement that enforces rights and accountability across borders for workers, businesses, recruitment agents, and governments.
