KUALA LUMPUR authorities conducted a large-scale enforcement operation on Jalan Alor, Bukit Bintang, last Thursday, detaining more than 84 foreign nationals and issuing 48 fines as part of an ongoing effort to curb unlicensed business activity and the misuse of work permits.

The operation, dubbed Integrated Strike Operation Gasak Series 4/2025, was led by KL Strike Force and carried out in collaboration with the Malaysian Immigration Department, the Ministry of Domestic Trade and Cost of Living, the National Registration Department, and the Companies Commission of Malaysia.

According to a statement by the Kuala Lumpur City Hall (DBKL), the enforcement action resulted in the immediate closure of two restaurants and the seizure or removal of nine other business-related items.

“Additionally, 26 fines were issued for offences including operating without a licence, unhygienic premises, unlicensed signage, lack of grease traps, and absence of typhoid vaccinations,” DBKL said.

“These actions were taken under the Food Establishment Licensing By-Laws 2016, Hawker Licensing By-Laws 2016, Advertisement By-Laws 1982, and the Local Government Act 1976.”

Immigration and registration authorities inspected 115 foreign nationals, arresting 84 individuals for offences including misuse of work permits and overstaying their allowed period of residence. Those detained included nationals from Bangladesh, India, Pakistan, Nepal, Myanmar, Yemen, Indonesia, and Vietnam.

The Ministry of Domestic Trade and Cost of Living issued seven fines totalling RM6,700 for violations including improper price labelling and use of inaccurate measuring equipment, under the Price Control and Anti-Profiteering Regulations 2020 and the Weights and Measures Act 1972.

Meanwhile, the Companies Commission of Malaysia imposed 15 fines for breaches including failure to register businesses, absence of registration certificates, missing business signage, and failure to display registration numbers, under the Business Registration Rules 1957, the Business Registration Act 1956, and the Companies Act 2016.

DBKL emphasised that such coordinated enforcement and monitoring efforts will continue on a scheduled basis, reinforcing the city’s commitment to public safety, regulatory compliance, and fair business practices. - November 30, 2025
