THE rapid advance of technology today has not only connected people but also provided predators and financial scam syndicates with powerful tools to spread threats widely, raising serious concerns over public safety in the digital age.

Society now stands at a crossroads, where the speed of digital platforms has become less a matter of choice than a decisive factor between safeguarding users and prolonging the suffering of victims.

Public sentiment increasingly demands that major platform providers take greater responsibility to intercept threats before they proliferate.

Child sexual abuse material (CSAM) and financial fraud remain two of the most pernicious societal threats, with timing and speed being key factors in their persistence.

“For CSAM, content that is not blocked early is repeatedly shared, leaving victims exposed to prolonged exploitation.

“Similarly, financial scams rely entirely on speed, repetition and broad platform access to find victims. When platforms act slowly, the chain of victims grows, resulting in multiplied losses,” the report noted.

The government has responded with the Online Safety Act 2025 (ONSA), designed to strengthen a preventative, ‘intervene first’ approach.

The act focuses on intercepting exploitative activities before they can victimize more people, rather than merely managing the aftermath.

Through Deeming Provisions, the regulatory status of major platforms in Malaysia is now clearer, redirecting public attention to the effectiveness of protective measures.

Users increasingly evaluate platforms based on their ability to safeguard individuals rather than merely their market presence.

The threat is stark. A recent national operation uncovered more than 880,000 CSAM files, revealing syndicates exploiting anonymous accounts and private groups to maximise distribution speed.

Investigators also noted the involvement of youth in these criminal networks and the use of cashless systems to conceal illicit transactions, demonstrating the sophistication of offenders in exploiting Malaysia’s digital ecosystem.

Platform providers can no longer afford to be reactive, merely deleting content after reports are filed. Instead, they are required to strengthen access controls, including preventing account registrations below the minimum age.

Rapid early intervention has become the key measure of platform accountability, helping to build trust and ensuring that every user, particularly children, is protected from becoming a victim. - December 18, 2025
