THE Police submitted their completed investigation paper on an incident involving Malaysian Border Control and Protection Agency director-general Datuk Seri Mohd Shuhaily Mohd Zain to the Attorney General’s Chambers on Monday after recording statements from 25 witnesses.

Inspector-General of Police Tan Sri Mohd Khalid Ismail confirmed that the case dossier was presented to the Attorney General’s Chambers for review, advice, and further instructions in accordance with Article 145(3) of the Federal Constitution.

The submission follows an extensive enquiry into the event that occurred at KLIA Terminal 1 on 28 September. Investigators from the Bukit Aman Criminal Investigation Department have interviewed a broad spectrum of individuals connected to the event.

"The investigation involves statements from PDRM personnel, AKPS officers, Malaysia Airports Holdings Berhad auxiliary police personnel, baggage handling system workers, medical officers and independent witnesses," Mohd Khalid stated.

Authorities are treating the matter under Section 323 of the Penal Code, a provision governing offences where an individual voluntarily causes pain, disease, or infirmity to another person.

Mohd Khalid assured that the police force remains committed to handling the enquiry with complete objectivity. He emphasised that PDRM will conduct the investigation transparently, professionally and impartially, based on witness statements and evidence to ensure every aspect of the incident is thoroughly examined.

In light of ongoing legal proceedings and public interest, the Inspector-General requested that members of the public refrain from drawing conclusions or making assumptions that could compromise the integrity of the case.

The IGP urged the public not to speculate or draw conclusions that could interfere with the ongoing investigation and legal proceedings. - October 6, 2026
