SELANGOR Menteri Besar Datuk Seri Amirudin Shari has assured that any Malay Reserve Land acquired by the state for development purposes will be replaced based on both size and current property value, in accordance with constitutional provisions and updated policy guidelines.
He told the Selangor State Legislative Assembly today that since 2016, the state has adhered to a policy of not only replacing acquired reserve land but doing so with greater consideration for value — sometimes providing larger parcels than the original.
“To ensure accurate value in the replacement process, there may occasionally be slight variations — some less, some more — but our policy is generally to offer more,” he said in response to a supplementary question from Datuk Dr Ab Halim Tamuri (PN–Paya Jaras).
“If we take four acres, we may replace it with 4.5 acres, or even up to six or seven acres. This is a common practice as we factor in valuation and development needs to protect Bumiputera interests,” he added. “It is in accordance with both the State and Federal Constitutions.”
Land De-gazetting Reserved for National Projects
Amirudin said land de-gazettement is conducted primarily to facilitate strategic infrastructure or government development projects intended to serve the wider public.
“For example, in the case of the Sungai Rasau Water Treatment Plant, several lots were de-gazetted. The same goes for the West Coast Expressway (WCE) and the East Coast Rail Link (ECRL), which involved multiple railway alignments,” he said.
He also cited the case of Malay Reserve Land in Sungai Way that was reclassified to pave the way for a new industrial zone in a high-potential area.
Replacement Must Now Occur Immediately
According to Amirudin, current policy mandates that any cancellation of Malay Reserve status be accompanied immediately by a replacement process. This shift, in place since 2016, aims to avoid delays in compensating for land lost to development.
“Our administration has committed to ensuring that replacement land is identified and gazetted simultaneously with any de-gazetting exercise,” he said. - July 7, 2025
