LABUAN – The National Security Council (NSC) has issued new standard operating procedures for travellers to Labuan.
Starting Friday, domestic travellers only need to have a negative RT-PCR test result, have completed their Covid-19 vaccination, and be asymptomatic upon arrival, without the need to undergo quarantine.
Labuan NSC director Mohd Hafiez Mohd Daud today said the relaxations are in line with the island’s transition into Phase 4 of the National Recovery Plan on August 26.
“We are focusing on balancing the island’s economy, and the people’s well-being and health. Therefore, we at the Labuan Disaster Management Committee are determined to safeguard Labuan from returning to a difficult time, without compromising on its economic stability.”
He said travellers wanting to enter Labuan must undergo an RT-PCR test three days prior to their departure, or an RTK-Antigen test 48 hours before their arrival at entry points.
“Those yet to be fully vaccinated (upon their arrival) have to undergo a 10-day quarantine and an RTK-Antigen test on the eighth day.
“Travellers found to have symptoms upon their arrival, or their Covid-19 test is found to be invalid, are required to undergo a five-day quarantine and an RTK-Antigen test on the fourth day.”
The entry rules for travellers from overseas are different, with a 14- or 21-day quarantine required, subject to a Covid-19 risk assessment conducted at entry points, he said.
“Travellers from overseas who have completed their vaccination can undergo home quarantine.
“For transporters on daily trips (bringing in essential goods from Sabah to Labuan), they must have a valid health card from the Labuan Health Department, completed their vaccination, and tested negative on their RT-PCR or RTK-Antigen test three days prior to entering Labuan.
“The health card must be renewed weekly, and the individuals must be asymptomatic upon their arrival at the ferry terminals. Healthcare personnel can still conduct random Covid-19 screening on transporters for the purpose of surveillance.” – Bernama, September 22, 2021
