ASEAN and its Dialogue Partners have reaffirmed their collective commitment to advancing regional cooperation in climate action, environmental sustainability and disaster resilience, in alignment with Malaysia’s 2025 Chairmanship theme of “Inclusivity and Sustainability.”
This renewed commitment was outlined in the ASEAN Chairman’s Statement following the ASEAN Post-Ministerial Conference (PMC) 10+1 Sessions, held in Kuala Lumpur from 10 to 11 July 2025.
The PMC brought together ASEAN member states and 11 Dialogue Partners — Australia, Canada, China, the European Union, India, Japan, New Zealand, South Korea, Russia, the United Kingdom, and the United States — to review progress and strengthen partnerships in key areas of shared concern.
ASEAN welcomed continued support from its Dialogue Partners for regional efforts to address climate change and enhance environmental stewardship. The statement highlighted ongoing and future cooperation in areas such as green growth, transboundary haze and marine pollution, biodiversity, waste and water management, environmental education, and the development of sustainable cities.
The region also emphasised the importance of collaboration through key ASEAN institutions and centres of excellence, including the ASEAN Centre for Climate Change (ACCC), the ASEAN Coordinating Centre for Transboundary Haze Pollution Control (ACCTHPC), the ASEAN Centre for Biodiversity (ACB), the ASEAN Centre for Sustainable Development Studies and Dialogue (ACSDSD), and the ASEAN Specialised Meteorological Centre (ASMC).
In light of increasing climate-related disasters, including typhoons, floods and earthquakes, ASEAN underscored the need for stronger disaster management cooperation. It expressed appreciation for support in implementing the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2021–2025.
The region particularly welcomed efforts to strengthen the ASEAN Coordinating Centre for Humanitarian Assistance (AHA Centre), as well as regional emergency response mechanisms and early warning systems.
Dialogue Partners also signalled readiness to support ASEAN’s next disaster management strategy, the AADMER Work Programme 2026–2030, and frameworks such as the Leaders’ Declaration on Sustainable Resilience.
The meetings also took stock of recent milestones in ASEAN's external relations, including the elevation of ASEAN-South Korea ties to a Comprehensive Strategic Partnership during the 25th ASEAN-South Korea Summit in October 2024, and the celebration of 50 years of ASEAN-New Zealand relations this year.
ASEAN further acknowledged the convening of the Second ASEAN-Gulf Cooperation Council (GCC) Summit and the ASEAN-GCC-China Summit in May 2025 as significant steps in broadening regional cooperation.
Separate Trilateral Meetings were also held from 8 to 11 July involving Malaysia, the ASEAN Secretariat, and Sectoral Dialogue Partners — Brazil, Norway, Switzerland, and Türkiye — to explore future avenues for strategic engagement and deliver measurable outcomes.
