PENANG is enhancing its medical-tourism segment by tapping into clientele from the Middle East to complement its existing market presence in Indonesia, Singapore and Thailand.
State executive councillor for tourism, Wong Hon Wai, revealed that Penang has met with potential partners in the Middle East to tap the Arab market there.
"It would diversify our hold on the medical tourism market," he said in a statement.
It is part of the state's strategy to diversify international patient arrivals and reduce over-reliance on its traditional markets, particularly Indonesia and other Southeast Asian countries, said Wong.
The resumption of Qatar Airways' direct Doha – Penang service under its Winter Schedule marks another significant milestone in strengthening Penang's international connectivity while creating new opportunities to expand the state's medical tourism market, particularly from Qatar and the wider Middle East.
Wong recently welcomed a delegation led by His Excellency Salah bin Mohammed Al-Sorour, Ambassador of Qatar to Malaysia.
The delegation, which travelled from Kuala Lumpur, visited three of Penang's leading private healthcare institutions—Island Hospital, Northern Heart Hospital Penang and Sunway Medical Centre Penang—to explore potential collaborations in healthcare services, medical tourism and international patient referrals.
The programme also included an engagement session between the Qatari delegation and members of the Penang Centre of Medical Tourism (PMED) to discuss opportunities for collaboration in promoting Penang as a preferred destination for quality healthcare.
"Qatar Airways' direct Doha–Penang flights represent more than just enhanced air connectivity. They serve as a strategic bridge connecting Penang with Qatar and the broader Middle East, opening new opportunities for tourism, business exchanges and, importantly, medical tourism," said Wong.
"While Indonesia and Southeast Asia remain Penang's key medical tourism source markets, Penang recognises the importance of diversifying our international markets. Exploring the Middle East will enable us to expand our reach, strengthen market resilience and reduce our dependence on any single source market."

Wong said that improved accessibility through direct flights will further strengthen Penang's competitiveness in attracting international patients seeking specialised medical treatment, while also promoting the state as a destination renowned for its rich cultural heritage, world-famous gastronomy and diverse tourism experiences.
Wong also highlighted the important role played by the Penang Centre of Medical Tourism (PMED), which comprises 16 private hospital members and 11 associate members, in promoting Penang as a leading medical tourism site and facilitating collaboration between healthcare providers and international partners. - July 2, 2026.
