IT WAS no coincidence that Datuk Seri Anwar Ibrahim pronounced education as the primary focus of his government in 2024 on the eve of the first anniversary of his ascension to power.
Indeed, at RM75 billion, education got the biggest slice of Budget 2024 which the prime minister had tabled in Parliament last month.
But what has his ‘Madani’ government achieved in this field in the first year since Anwar took his oath of office on November 24 last year and his cabinet followed suit on December 3?
It has been a tumultuous yet transformative year for the Ministry of Education (MOE) under minister Fadhlina Sidek, who has faced pressure from all quarters to deliver on the ‘Madani’ principles spelled out by Anwar.
In the past twelve months, the MOE has had to demonstrate a strong commitment to enhancing not only quality and accessibility, but also equity of education throughout the country.
This journey is reflected in a series of noteworthy achievements and impactful initiatives undertaken by the ministry.
The government was under pressure to show increased focus on inclusivity and quality, while implementing a series of initiatives to address various aspects of the education system.
One of the key accomplishments is the substantial reduction in the educational achievement gap between students from different socioeconomic backgrounds.
The MOE has had to show commitment towards ensuring equal opportunities for all students, regardless of their social or economic status, paving the way for a more inclusive and equitable education system.
This achievement aligns with the ministry's core principles, particularly the emphasis on equity and access.
Curriculum and infrastructure
The development of a new national curriculum stands out as a significant milestone. Recognising the need for an updated and comprehensive curriculum, the MOE has undertaken the task of crafting an educational framework that aligns with contemporary needs.
This initiative aims to provide high-quality teaching and learning experiences, fostering holistic development that encompasses intellectual, social, emotional, and physical well-being.
All these are in line with Anwar’s delegated vision of having a “world class” education system in the country.
Interestingly, like Anwar when he served as education minister in the late 80s, Fadhlina is in her forties. She is thus expected to have the same energy and initiative as Anwar was expected to have then.
The construction of new schools is another tangible example of her ministry commitment to expanding access to education.
This initiative not only addresses the current demand for educational facilities but also lays the groundwork for future educational advancements.
Infrastructure development, including the redevelopment of dilapidated school buildings and the toilet maintenance initiative, underscores the MOE's commitment to providing a conducive and hygienic learning environment.
These address critical aspects of the physical learning space, ensuring that students have safe and healthy surroundings that support their overall well-being.
Teacher development and humane education
Professional development opportunities for teachers have been a focal point, acknowledging the all-important role they play in shaping the learning experiences of students.
By investing in the continuous development of teachers, the MOE is strengthening the education workforce, ultimately contributing to improved teaching quality and student outcomes.
The ministry’s approach to addressing various challenges within the system is evident in the implementation of the seven-point excellence initiative, dubbed ‘MOE 7 Teras Nadi Keunggulan’.
They include focus on access, equity, and quality, while serving as a comprehensive guide for the ministry's efforts.
It also underscores the commitment to not only meet educational standards but exceed them to create a network of high-performing schools.
In the same vein, humane education is constantly emphasised as it brings a fresh dimension to the learning experience.
By promoting compassion, empathy, and respect for all living things, the ministry is instilling values that extend beyond academic knowledge.
This approach aligns with the broader goal of nurturing well-rounded individuals capable of contributing positively to society.
Personalised and flexible approach
There were also steps to reduce teachers’ workload, early school assistance, and the Supplemental Food Plan introduced.
These targeted programmes aim to relieve burdens on teachers, provide support to students from disadvantaged backgrounds, and ensure that every student has access to nutritious meals.
Innovative school models like the Comprehensive Special School Year 9 (K9) and Comprehensive Special School Year 11 (K11) reflects the MOE's attempt to tailor education to individual needs and interests.
These pilot programmes pave the way for a more personalised and flexible approach to education, addressing specific challenges, especially in remote or indigenous community areas.
It can be observed that the Education Ministry, under Fadhlina’s leadership, has had to demonstrate some major strides in the first year.
The direction for the near future under this administration is reflected in the efforts towards inclusivity, curriculum development, infrastructure enhancement, and teacher support. These together render a holistic approach to improving the education system.
