PRIME MINISTER Datuk Seri Anwar Ibrahim’s recent warning against the use of government machinery and allocations for electioneering during the Ayer Kuning state by-election has been described as a clear demonstration of the Unity Government’s commitment to clean governance and electoral integrity.
Speaking ahead of the upcoming by-election, Anwar urged all parties to refrain from misusing state resources for campaign purposes—drawing praise from political analysts who say the move reflects a broader effort to foster transparency and fairness in Malaysia’s democratic process.
“This firm stance reflects the government’s intention to uphold the principles of free and fair elections, which are at the heart of any functioning democracy,” said Universiti Malaya sociopolitical expert Datuk Prof Dr Awang Azman Awang Pawi (pic) when contacted by Bernama.
He noted that the challenge of separating government responsibilities from political campaigning is a long-standing issue in Malaysia—one that is often overlooked during election seasons.
“This situation highlights the complexity of distinguishing government functions from political agendas, particularly during elections. It underscores the need for clearer policy guidelines and stricter enforcement mechanisms,” he said.
The prime minister’s remarks come at a time of heightened scrutiny, especially in light of the distribution of government allocations and aid in the lead-up to elections. Critics have often questioned whether such gestures amount to vote-buying or represent legitimate efforts to serve the public.
Awang Azman pointed out that announcements of allocations close to polling dates risk undermining public confidence and raising ethical questions.
“Even if well-intentioned, such actions could be perceived as attempts to influence voter sentiment, and this perception alone can erode trust,” he said.
Echoing this view, Universiti Sains Malaysia political analyst Prof Datuk Dr Sivamurugan Pandian said the prime minister’s statement serves as a necessary preventive measure to avoid blurring the lines between governance and electioneering.
“This is to prevent any misconduct or misinterpretation of the government’s actions as vote-buying rather than genuine efforts to uplift communities,” he said.
Sivamurugan also emphasised that such a warning sets the stage for a fairer contest.
“This helps ensure a level playing field. Opposition candidates, who do not have access to government allocations, are not placed at a disadvantage. At the same time, it prevents the ruling coalition from abusing its administrative advantage,” he added.
The Ayer Kuning state by-election was called following the death of incumbent assemblyman Ishsam Shahruddin, who passed away due to a heart attack on February 22. The contest sees a three-way fight between Barisan Nasional’s Mohamad Yusri Bakir, Abd Muhaimin Malek of Perikatan Nasional, and KS Bawani representing Parti Sosialis Malaysia (PSM).
The Election Commission has scheduled polling day for April 26, with early voting set to take place on April 22. – April 16, 2025
