Ministry announces an increase of 100 megawatts to the Net Energy Metering (NEM) Rakyat quota, bringing the total capacity for residential rooftop solar adoption to 600MW

THE Ministry of Energy Transition and Water Transformation (PETRA) has approved an additional 100MW for its Net Energy Metering (NEM) Rakyat scheme, allowing more households to participate in residential rooftop solar initiatives.

This brings the cumulative quota under the programme to 600MW since its inception in 2011.

In a release by Petra on Friday, the ministry said the increase follows overwhelming demand for the existing quota, which has been fully subscribed. The new allocation is available to all domestic users under Tenaga Nasional Berhad (TNB) until 30 June 2025, or until the quota is fully taken up — whichever comes first.

PETRA stated that, “The expanded NEM Rakyat quota aims to enable more households to utilise their rooftops for solar PV installation and benefit from energy bill savings.”

Updated guidelines for the NEM Rakyat programme are accessible on the Energy Commission’s website ([www.st.gov.my](http://www.st.gov.my)), while application information is available via the Sustainable Energy Development Authority (SEDA) at [www.seda.gov.my](http://www.seda.gov.my).

The quota extension aligns with the government’s broader strategy to democratise and accelerate energy transition efforts through residential-scale solar adoption. In addition to NEM Rakyat, consumers may also opt for the SelCo (Solar for Self-Consumption) programme to install solar systems for personal use without exporting electricity to the grid.

Furthermore, households interested in leasing their rooftops for solar installations may participate in the Community Renewable Energy Aggregation Scheme (CREAM), facilitated by solar energy producers and aggregators.

PETRA and the Energy Commission are concurrently reviewing new mechanisms and frameworks for future rooftop solar initiatives to ensure broader inclusivity and fairness across all electricity users.

“The government is committed to strengthening and expanding the solar rooftop agenda under the national energy transition framework,” PETRA said.

The ministry reiterated its dedication to achieving 70% renewable energy capacity in the national electricity mix by 2050, a key milestone in Malaysia’s sustainable development ambitions and part of its overarching Malaysia MADANI philosophy — emphasising environmental stewardship and intergenerational responsibility. - May 23, 2025
