THE Transport Ministry has issued a stern ultimatum to 28 commercial vehicle operators with high numbers of unpaid traffic summonses, giving them 14 days to settle the outstanding fines or face immediate blacklisting and stricter enforcement measures.
Transport Minister Anthony Loke today revealed the names of 11 goods vehicle companies and 17 express bus operators that together account for tens of thousands of unpaid offences under several key transport laws.
Among the most egregious offenders are KDEB Waste Management Sdn Bhd with a staggering 22,017 outstanding summonses, followed by Mainiza Mantap Sdn Bhd (5,108), Advancecon Mantap Sdn Bhd (3,620), Cepat Ekspres Sdn Bhd (540), and New Hoover Ekspress & Travels Sdn Bhd (512).
“All companies involved have been given 14 days from today to settle their outstanding summonses at any state or branch Road Transport Department (JPJ) office,” Loke announced at a press conference.
“Failure to do so will result in stricter enforcement actions, including immediate blacklisting of the vehicles. No discounts will be given — payment must be made according to the existing rates,” he said.
Loke added that the summonses pertain to offences under the Road Transport Act 1987 (Act 333), the Commercial Vehicles Licensing Board Act 1987 (Act 334), and the Land Public Transport Act 2010 (Act 715).
He cited five main categories of violation: speeding, driving without a licence, technical violations, overloading, and operating a vehicle without a valid road tax (LKM) or insurance.
When asked about the government’s decision to publicly name the companies, Loke said it was a necessary step to instil accountability and promote a safety-first corporate culture.
“This is a warning for them to change their corporate culture — a culture of ensuring vehicle safety and for every driver to comply with safety standards,” he said.
He further emphasised that the move was prompted by a worrying rise in road accidents involving commercial vehicles, calling it a wake-up call for industry players.
“Although it may seem drastic and has never been done before (naming the companies), the government is taking this step because the public wants to see a culture shift. We do not want to witness another tragedy claiming many lives. Let the UPSI (Universiti Pendidikan Sultan Idris) tragedy be a lesson,” Loke said.
He also did not rule out the introduction of further enforcement and preventive measures in the future to reduce road fatalities and protect all road users. - June 25, 2025
