THE Pakatan Harapan (PH) coalition in Penang has begun repositioning its electoral strategy ahead of the 16th General Election by prioritising voter turnout and public participation amid growing concerns that political fatigue and dissatisfaction could suppress support at the ballot box.
Penang PH chairman Chow Kon Yeow said the coalition was studying ways to strengthen voter awareness campaigns as fears mount over declining electoral participation, particularly after the Sungai Bakap state by-election recorded turnout of below 60 per cent in the semi-urban constituency.
Speaking to reporters, Chow acknowledged the importance of encouraging greater public involvement in the democratic process as speculation grows that segments of non-bumiputera voters may choose to abstain from voting because of disappointment with the current political landscape.
The Penang chief minister said the coalition was now entering a crucial preparation phase as the Madani unity government approaches the midpoint of its federal administration since taking power in 2022.
With state elections due in Johor, Melaka and Sarawak later this year, alongside possible snap elections in Negeri Sembilan and Perlis amid political uncertainty, PH leaders are increasingly focused on consolidating grassroots support and avoiding complacency.
Chow announced that Penang PH’s election committee would comprise the full state leadership line-up and be supported by three dedicated subcommittees overseeing manifesto development, communications strategy and election mobilisation.
Penang DAP vice-chairman Zairil Khir Johari has been appointed to lead the manifesto committee, while Penang PH communications chief Lee Boon Heng of PKR will oversee communications planning.
Amanah committee member Zahar Zainul has meanwhile been tasked with leading election mobilisation efforts aimed at driving voter turnout and increasing awareness of the importance of the coming national polls.
Chow said all three committees would concentrate heavily on reconnecting with voters and strengthening public understanding of the stakes involved in the next general election.
The coalition also announced several minor leadership adjustments within Penang PH as part of broader organisational restructuring efforts.
Penang PKR chief Mohamad Abdul Hamid has been appointed deputy chairman, replacing PKR deputy president Nurul Izzah Anwar, while Penang PKR deputy chairman Goh Choon Aik will assume the role of vice-chairman.
Chow stressed that national political developments were increasingly affecting state-level governance, making internal unity within PH more important than ever.
He said Penang PH must continue strengthening cooperation among its component parties in order to preserve political stability and maintain voter confidence heading into the next electoral cycle.
Despite speculation over potential electoral cooperation between PH and Barisan Nasional in Penang, particularly involving the state Umno chapter, Chow made no mention of any formal alliance discussions during the announcement. - May 24, 2026
