GABUNGAN Rakyat Sabah (GRS) reiterated its stance that the latest review of the revenue entitlement rate under Articles 112C and 112D must be implemented this year.
Its Secretary-General, Datuk Armizan Mohd Ali, said that though the case regarding the 40 per cent right is still in the legal process, GRS has stated its stance that the latest review of the revenue entitlement rate under Articles 112C and 112D must be implemented this year.
"It is believed that the Federal Government will agree to make a review with a new rate increase this year," he said in a post on Facebook on Thursday.
“This is in line with the commitment previously expressed by the prime minister, including in the Dewan Rakyat on Nov 13, 2025, when he said the federal government acknowledged Sabah’s constitutional right to the 40% revenue entitlement,” said the Minister of Domestic Trade and Cost of Living.
According to the Papar MP, GRS and the state government will continue to use the established consultation platform and forum to ensure that the new review of the revenue entitlement rate to be made this year reaches a higher figure, as this right and recommendation have been officially submitted.
"Sabah is demanding the right, and the additional revenue is to expand the state's fiscal space for the well-being of the people and the surge in state development.
"For example, with the increase in the Special Grant from only RM26.7 million from 1974-2021, the rate currently received is RM600 million per year, which has enabled several new initiatives to be implemented by the state government," he said.
He added that in the initial stages of the rate increase, the government led by Datuk Seri Hajiji Noor had decided on several initiatives that directly benefit the people, so that these rights can be heard, seen and felt immediately by the people, starting with vulnerable groups in the poor category. – May 28, 2026
