THE Malaysian Anti-Corruption Commission (MACC) has recorded statements from 10 senior officials from the Retirement Fund (Incorporated) (KWAP) and the Ministry of Finance (MOF) as part of its investigation into KWAP's RM200 million investment in Indonesian aquaculture technology company eFishery.
MACC Chief Commissioner Datuk Seri Abd Halim Aman said the witnesses comprised senior KWAP and MOF officials involved in the decision-making process relating to the investment.
He said statements from all 10 witnesses had been completed as of July 22, with investigators now analysing the evidence and documents collected during the initial phase of the probe.
"These are preliminary investigative steps. The investigating officers are currently examining the statements that have been recorded and reviewing the documents that have been seized.
"We will also trace the flow of funds, including reviewing Cash Transaction Reports (CTR) and Suspicious Transaction Reports (STR). More individuals are expected to be called to assist in the investigation, including members of the Finance Committee and all members of KWAP's Investment Panel involved in the investment," he said in a statement on Thursday.
The MACC previously established a special task force to investigate the investment, led by the Senior Director of its Investigation Division and comprising senior officers from the Investigation Division, Legal and Prosecution Division, and Governance Investigation Division.
The investigation was officially launched on July 17, before MACC officers entered KWAP's premises on July 20 to begin gathering evidence.
Abd Halim said the investigation would examine possible elements of corruption, abuse of power and criminal breach of trust, as well as governance issues involving financial procedures, legal compliance and the decision-making process surrounding KWAP's investment in eFishery.
Among the documents being scrutinised are the initial and final investment proposal papers, site visit reports, minutes of meetings relating to eFishery, due diligence reports, investment policy documents and KWAP's financial records.
He added that several parties overseas had also been identified as potential sources of evidence.
"As such, the MACC will submit a request for Mutual Legal Assistance in Criminal Matters (MACMA) through the Attorney General's Chambers to the relevant foreign authorities to assist in obtaining statements from witnesses involved," he said.
Abd Halim stressed that the investigation remained at an early stage and would require time to ensure all evidence was examined comprehensively.
"I have instructed the investigation team to conduct a detailed, transparent, fair and comprehensive investigation from every possible angle. We will ensure that every lead is pursued and that no evidence escapes scrutiny," he said. - July 23, 2026
