THE interim report on FELDA Group’s 2025-2030 strategic direction has been submitted to Prime Minister Datuk Seri Anwar Ibrahim, with the committee behind the review stressing that its role is advisory and does not replace the fiduciary responsibilities of FELDA’s board and management.
The Special Committee on the Strategic Plan for FELDA Group’s Direction 2025-2030 (HTF30) said the report was submitted to Anwar on Sept 25 for consideration as an update on the implementation of the strategic plan.
“The Special Committee has submitted the Interim Report on the Implementation of the FELDA Group’s 2025-2030 Strategic Direction Plan to the Prime Minister on Sept 25 as the latest status update for his consideration,” it said in a statement today.
The committee said its review covers FELDA’s strategic direction, operations, financial position, organisational structure and governance.
It has held six meetings with relevant parties, including FELDA, to examine the agency’s current position and strategic direction.
Crucially, HTF30 said it functions only as an advisory body, while fiduciary responsibility remains with FELDA’s board and management, as well as the boards and management of its subsidiaries, under the existing governance structure.
The distinction is significant as the committee’s review includes governance weaknesses involving the purchase or investment of eight assets highlighted in the Forensic Study of the White Paper Towards FELDA’s Sustainability, as well as issues involving land premiums, land titles and FELDA land held with state governments.
The committee is also examining the status of FGV Holdings Bhd’s delisting, a proposed new business model for FELDA and the proposed New FELDA Model, including the agency’s responsibilities towards settlers and future generations.
FELDA was established under the Federal Land Development Authority Act and its statutory functions include land development as well as economic, social, agricultural, industrial and commercial activities in areas under its authority or owned by FELDA and its companies.
The HTF30 special committee was established following a Cabinet decision on June 5, 2025, to examine the strategic plan prepared by FELDA.
The committee is chaired by Datuk Seri Ahmad Fuad Md Ali, with Dr Nungsari Ahmad Radhi as co-chairman, and includes representatives from the Prime Minister’s Office, Ministry of Finance, Ministry of Economy and other government agencies, as well as audit and legal experts.
The submission also follows Anwar’s statement earlier this month that an initial report on FELDA’s management and loss issues would be addressed through legal processes, while stressing that decisions on investigations, charges and punishment must be made independently by the relevant institutions.
Separately, the Malaysian Anti-Corruption Commission has recently recommended governance improvements to FELDA and two subsidiaries, including stronger procurement procedures, internal controls and measures to address potential conflicts of interest. - September 29, 2026
