KUALA LUMPUR – Menteri Besar Selangor Incorporated (MBI) today said that the plan to redevelop the Shah Alam Sports Complex (SASC) went through a transparent process with best practices, involving various parties before it was finalised.

“The suggestion to redevelop SASC was started in 2013. 15 companies made a bid for proposals for the project.

“MBI reviewed the bids. Six companies were shortlisted and invited to take part in the request for proposal,” it said in a statement.

In line with transparent governance ethics practised at MBI, high-impact projects like SASC are made to go through standard operating procedures (SOP), it said.

“The SOP has outlined that the developer selected must be qualified and experienced in developing large-scale projects.

“Proposals submitted by potential developers were evaluated by professional consultants appointed to evaluate each proposal submitted. 

“The evaluation results were presented to the evaluation committee at the MBI level before being brought to the board of directors for approval,” it said.

The developer selection process was then presented to the steering committee comprising state government representatives assisted by several working committees encompassing technical, legal, financial and sporting aspects. 

The proposal that has been researched is then referred to the state government meeting council for finalisation.

“Overall, this selection process took more than six months, involving various screenings to ensure that the Selangor people’s interests are protected.

“Further to that, the state government has identified a potential developer to rebuild SASC. “The Selangor menteri besar submitted a letter of intent on July 15, 2022 to the developer.

“The state government, through MBI, has also held an engagement session and public exhibition from the end of January to February this year for two weeks, with the aim of informing the Selangor people about the development plan (for SASC) as well as giving space to provide views for consideration. 

“Following the engagement session, 98.7% of the feedback received was positive,” the statement said.

MBI mentioned that SASC’s redevelopment is currently in the design and development component research phase, as the project is expected to be finalised next month. – The Vibes, June 8, 2023
