Selangor to overhaul stray animal enforcement procedures after dog's death sparks investigation

THE Selangor government has pledged to review stray animal management procedures across all local authorities following the death of a dog during an enforcement operation in Taman Teluk Gedung Indah, Port Klang, in a move aimed at strengthening both public safety and animal welfare standards.

State Local Government and Tourism Committee chairman Datuk Ng Suee Lim said the review would encompass enforcement training, operational procedures and cooperation with the Department of Veterinary Services and relevant stakeholders to ensure future operations are carried out more effectively, safely and humanely.

He said the state government viewed the incident with utmost seriousness, stressing that public safety and animal welfare must be protected in equal measure.

"Every enforcement operation must be carried out professionally, prudently and in full compliance with the law and the prescribed standard operating procedures," he said in a statement.

Ng said the state government acknowledged that the Royal City Council of Klang (MBDK) had lodged a police report following the incident and that police had since opened an investigation paper to facilitate a comprehensive inquiry.

He said the state government would leave the matter entirely in the hands of the police to conduct an independent, transparent and professional investigation, while urging all parties to respect the legal process and avoid speculation.

Ng also said the state government upheld the decree and statement of the Tengku Permaisuri of Selangor, who had emphasised that compassion towards animals and the principle that no one is above the law should remain guiding values for all.

He added that these principles would continue to underpin the state's policies and administrative actions.

"The state government remains committed to safeguarding public safety while strengthening animal welfare practices and maintaining public confidence in the integrity and professionalism of government institutions," he said.

Police had earlier confirmed that an investigation paper had been opened into the dog's death during a stray animal enforcement operation in Taman Teluk Gedung Indah, Port Klang, on July 29.

The case is being investigated on suspicion of offences involving animal cruelty. - August 2, 2026
