THAILAND has imposed several conditions ahead of the Cambodia–Thailand General Border Committee meeting at Secretariat level, which is scheduled to begin today at 4pm in the Thai province of Chanthaburi.
According to Cambodia Journalists Club president Puy Kea, citing sources in Bangkok, the meeting is set to take place from December 24 to 27 and is expected to culminate in a ministerial-level session on December 27 in Chanthaburi.
However, Thai authorities have stressed that the ministerial meeting will only go ahead if sufficient progress is achieved during discussions at the Secretariat level.
Based on information shared by Kea, Thailand has outlined three core principles as prerequisites for negotiations. First, Cambodia must announce a ceasefire before talks can proceed.
Second, the ceasefire must be genuine and sustained, with monitoring carried out by observer teams.
Third, Cambodia must demonstrate sincere cooperation in landmine clearance efforts and, more importantly, implement an immediate ceasefire once the General Border Committee discussions begin.
Thailand has also warned that failure to reach mutual understanding during the Secretariat-level discussions could result in the talks being shortened. In such a scenario, Thailand’s Defence Minister Natthapol and his Cambodian counterpart would not attend the ministerial-level meeting planned for Saturday, December 27.
The conditions come amid heightened scrutiny over border stability and security mechanisms between the two neighbouring countries, with the General Border Committee regarded as the primary bilateral framework for managing disputes and preventing escalation.
Cambodian authorities have yet to issue any public response to the conditions outlined by Thailand.
Meanwhile, Cambodia’s Khmer Times, citing the Cambodian Ministry of Defence, reported that Thailand used F-16 fighter jets to drop bombs in Srei Snam district, Siem Reap province, at about 11am local time today.
Between 12.15pm and 12.26pm, Thai forces were reported to have deployed T-50TH fighter jets to drop cluster bombs on Sla Kram village in Svay Chek district, Banteay Meanchey province.
In addition, at 10.28am, Thai troops were alleged to have continued firing at civilian areas and public infrastructure in Cambodia’s Military Region 5, specifically in the Sampov Lun settlement area in Sampov Lun district, Battambang province. - December 24, 2025
