Govt boosts SME digitalisation support with new smart manufacturing co-investment scheme
The government will provide a stronger funding boost for small and medium enterprises (SMEs) and mid-tier companies (MTCs) pursuing smart manufacturing transformation - July 21, 2026

THE Ministry of Investment, Trade and Industry (MITI) and the Securities Commission Malaysia (SC) have introduced a new strategic scheme under the New Industrial Master Plan 2030 Strategic Co-Investment Fund (NIMP CoSIF) to expand access to capital and support business growth among small and medium enterprises (SMEs) and mid-tier companies (MTCs) in strategic sectors.

The new Smart Manufacturing scheme will provide enhanced government co-investment support, with the government contributing RM2 for every RM1 raised from private investors.

The enhanced 2:1 NIMP CoSIF-to-private investment ratio will be available until 2030 and is aimed at helping eligible companies accelerate smart manufacturing transformation, including automation, Industry 4.0 adoption, digitalisation and other productivity-enhancing initiatives.

The scheme is targeted at SMEs and MTCs investing in advanced manufacturing technologies, smart production systems, artificial intelligence, robotics, data analytics and integrated digital solutions to improve operational efficiency and competitiveness.

In addition, the existing NIMP CoSIF-to-private investment ratio for companies under the "Other Sectors" category will be temporarily increased from 1:2 to 1:1 until the end of 2027.

Under the revised ratio, the government will contribute RM1 for every RM1 raised from private investors, bringing the funding structure in line with the "Priority Sectors" and "New Growth Sectors" identified under NIMP 2030.

MITI and the SC said the enhanced co-investment measures are intended to accelerate capital deployment across industries while strengthening financial support for high-growth Malaysian SMEs and MTCs amid continued economic and market uncertainties.

They added that the intervention would help businesses sustain growth, improve resilience and continue scaling within sectors identified under NIMP 2030.

NIMP CoSIF is a public-private co-investment initiative where the government invests alongside private investors at predetermined ratios in businesses operating across 25 sectors outlined in NIMP 2030.

The scheme leverages equity crowdfunding (ECF) and peer-to-peer (P2P) financing platforms to mobilise private capital.

Since its launch, NIMP CoSIF has facilitated public-private fundraising amounting to RM185 million for 40 Malaysian companies as of the end of June 2026.
