MALAYSIA views higher education not merely as a domestic priority but as a powerful instrument of diplomacy capable of strengthening international cooperation and cultivating enduring trust between nations, Higher Education Minister Datuk Seri Dr Zambry Abd Kadir has said.
Speaking at the Diplomatic Soirée attended by nearly 100 foreign diplomats, Zambry emphasised that education now transcends national borders and plays a central role in global engagement.
“In relation to higher education in Malaysia, your presence this evening reflects an important reality — that education is no longer confined within national borders, but is a shared global endeavour, and that diplomacy at its best is conducted not only in ministries or negotiating rooms, but also in lecture halls, laboratories, libraries and campuses,” he said.
He stressed that in an era marked by technological disruption, geopolitical shifts and global uncertainty, education remains one of the most stable and constructive platforms for cooperation among nations.
“In today’s increasingly complex world, characterised by technological disruption, geopolitical realignments and global uncertainty, education remains among the most stable and constructive instruments of cooperation and engagement.
“Trade agreements may fluctuate, political alignments may evolve, yet educational ties endure.
“When a student crosses borders in pursuit of knowledge, they return home not only with qualifications, but also with friendships, cultural understanding and human connections.
“Over time, these relationships become a clear architecture of trust between two countries,” he added.
Zambry described the Malaysia Higher Education Plan 2026–2035 as the country’s next strategic leap forward, highlighting reforms in governance and greater institutional agility, digital transformation and ethical integration.
The plan also aims to strengthen the research ecosystem and innovation capacity, while enhancing global mobility and cross-border education.
“This higher education plan represents the nation’s next strategic leap. It focuses on governance reform and stronger institutional agility, digital transformation and the integration of ethics, as well as reinforcing the research ecosystem and innovation capacity, and enhancing global mobility and cross-border education,” he said.
Malaysia currently hosts students from 160 countries across public universities, international branch campuses and private higher education institutions, many of which offer programmes in English and Arabic within a multicultural ASEAN setting.
The country’s expanding global alumni network includes former international students who have gone on to become leaders in their respective nations.
The Diplomatic Soirée served to reinforce bilateral and multilateral ties and to advance Malaysia’s ambition of establishing itself as a leading education hub in the region and beyond. - February 13, 2026
