PRIME MINISTER Datuk Seri Anwar Ibrahim launched the Federal Government Electronic Receipts System (iPayment) today to provide an electronic receipt platform for Revenue Collecting Offices in federal government ministries and departments.
It will also promote the use of e-payment to ensure efficient, transparent, and timely transactions for government services.
The iPayment is an integrated electronic receipt system jointly developed by the Malaysian Accountant General’s Department (JANM), in line with the government's policy to drive the digital transformation of the public sector towards a cashless community, a statement released by the Accountant General's Department said.
This system is designed for use by federal government agencies that have not yet implemented an electronic receipt system to manage payments from the public for government services.
Previously, each government agency had to develop its own cashless payment system individually. With iPayment, all agencies can now offer electronic payment services without additional development costs.
iPayment can be accessed through three payment channels: the portal, counter (point of sale), and mobile application.
This system offers customers the option to make payments to the Government online using payment methods such as debit cards, credit cards, prepaid cards, online banking (DuitNow Online Banking/Wallets), QR codes (DuitNow QR), and e-wallets.
iPayment is an ePayment initiative under Malaysia’s MyDIGITAL Digital Economy Framework and the 2021-2025 Public Sector Digitalisation Strategic Plan.
It is also a project monitored by the Special Task Force for Agency Reform (STAR), chaired by the Chief Secretary to the Government, under the initiative ‘Implementation of Cashless Payments for Government Agencies in an Integrated Manner.’
Anwar, who is also Malaysia’s Finance Minister, said “The implementation of this system demonstrates a firm commitment to improving the accountability of government receipts in a transparent and secure digital environment.
“iPayment began development in early 2022, with Phase 1, involving the portal channel, starting on March 1, 2024. Phase 2, which includes the counter and mobile app channels, was launched on February 1, 2025.”
Pioneer ministries/agencies that have adopted the system include:
1. Prime Minister's Department – Public Service Department (JPA)
2. Ministry of Finance – Malaysian Accountant General’s Department (JANM)
3. Ministry of Higher Education – Department of Polytechnic Education and Community Colleges
4. Ministry of Health – Tuanku Ampuan Najihah Hospital (HTAN)
5. Ministry of Health – National Institute of Health
6. Ministry of Natural Resources and Environment – Forest Department Peninsular Malaysia (JPSM)
7. Ministry of Agriculture and Food Security – Department of Fisheries (DOF)
