THE Public Works Department (PWD) is implementing 66 new construction projects for the Ministry of Health (KKM) under the Fifth Rolling Plan (RP5) of the 12th Malaysia Plan (12MP), with a total estimated value of RM2.4 billion.
Public Works Minister Datuk Seri Alexander Nanta Linggi said that, in addition, PWD—through its Health Works Branch—has been mandated to carry out 170 healthcare facility projects across the country worth a combined RM16.47 billion.
“These include the pre-construction (planning) phase involving 62 projects with an estimated cost of RM4.05 billion, while the construction phase consists of 64 projects valued at RM7.88 billion,” he told reporters after officiating the handover ceremony for the new multi-storey block at Seberang Jaya Hospital today. Also present was Health Minister Datuk Seri Dr Dzulkefly Ahmad.
“The post-construction phase (completed projects) comprises 44 projects amounting to RM4.54 billion,” Bernama quoted Nanta saying.
He noted that under the implementation of Malaysia’s Ninth to Twelfth Plans (RMK9–RMK12), a total of 12 projects worth RM1.31 billion have been carried out in Penang by the Ministry of Works (KKR).
For Penang specifically, the pre-construction phase includes five projects with an estimated cost of RM139 million, while the construction phase involves five projects valued at RM781 million. Two completed projects were worth RM396 million.
On the new multi-storey block project at Seberang Jaya Hospital, Nanta said the project was handed over to JKR in 2016 under a design-and-build contract valued at RM371 million.
The nine-storey block has increased bed capacity by 77 per cent, from 413 to 729 beds. The project also includes the construction of new roads and parking facilities on the hospital’s existing 1.32-hectare field.
Nanta acknowledged that the project experienced delays due to several challenges, including the COVID-19 pandemic in 2020.
“Construction of the project complied with the relevant Treasury Circular and adopted the Industrialised Building System (IBS) method, achieving an IBS assessment score of over 70 per cent,” he said. - May 2, 2025
