THE Malaysian Anti-Corruption Commission (MACC) is seeking cross-border legal cooperation from Dubai, Singapore and Indonesia as it broadens its investigation into Kumpulan Wang Persaraan (Diperbadankan)'s (KWAP) RM200 million investment in Indonesian aquaculture technology company eFishery.

MACC Chief Commissioner Datuk Seri Abd Halim Aman said the commission has identified the three jurisdictions for the Mutual Legal Assistance (MLA) process after determining that important documents linked to the investment are believed to be located overseas.

He said the MACC is currently working with the Attorney General's Chambers to initiate the MLA process, which will enable investigators to obtain documentary evidence and witness cooperation from the relevant foreign authorities.

“We believe there are documents related to this investment that are located in foreign countries, and we will liaise with the Attorney General's Chambers to obtain cooperation for the MLA process to proceed.

“The countries we are focusing on for the MLA process are Dubai, Singapore and Indonesia,” he told a press conference after opening the 22nd Secretariat Meeting of the ASEAN Parties Against Corruption (ASEAN-PAC).

Abd Halim said investigators have, to date, examined only documents obtained from KWAP and the Ministry of Finance (MOF), making overseas cooperation a critical next step in the investigation.

The probe, which officially commenced on July 17, has progressed smoothly with the cooperation of all parties involved, he added.

Since the investigation began, the MACC has recorded statements from 20 witnesses, including KWAP officials, Ministry of Finance officers, members of KWAP's Investment Committee and members of its investment panel.

As part of efforts to trace the movement of funds and establish the financial position of entities linked to the case, the commission has also sought assistance from Bank Negara Malaysia (BNM).

“MACC has also written to Bank Negara Malaysia seeking cooperation in two aspects, namely obtaining details through the Egmont Group of Financial Intelligence Units to trace the financial position of two companies in Indonesia and one in Singapore.

“Secondly, we have requested Bank Negara Malaysia's cooperation in conducting checks on Cash Transaction Reports (CTR) and Suspicious Transaction Reports (STR) to determine the financial position of parties related to the investigation,” he said.

Abd Halim acknowledged that the MLA process would likely take time because it involves multiple legal jurisdictions and requires formal cooperation from foreign authorities.

“This includes recording statements from witnesses in those countries, and we will seek the necessary cooperation to enable the MLA process to be carried out,” he said.

The investigation centres on KWAP's RM200 million investment in eFishery, with the MACC continuing to pursue both domestic and international evidence as it seeks to establish the full circumstances surrounding the transaction. - July 28, 2026
