THE Dewan Rakyat will convene a special sitting tomorrow to debate the Royal Commission of Inquiry (RCI) report on Lembaga Tabung Haji (TH), with lawmakers set to scrutinise its findings on governance and financial management issues.
The sitting will begin at 10 am, with Minister in the Prime Minister’s Department (Religious Affairs), Datuk Dr Zulkifli Hasan, scheduled to brief MPs on the 211-page report before debate begins.
Between 35 and 40 MPs are expected to take part in the discussion, according to Communications Minister Datuk Seri Fahmi Fadzil, who said Dewan Rakyat Speaker Tan Sri Johari Abdul had agreed for the sitting to proceed without a recess to allow more time for debate.
The debate is expected to be concluded by Zulkifli and Finance Minister II, Datuk Seri Amir Hamzah Azizan.
Released on July 29, the RCI report examined TH’s management and operations between 2014 and 2020, highlighting weaknesses in governance, financial reporting and investment management.
Among its findings, the commission said TH would have recorded a RM1.4 billion net loss in 2017 instead of the RM3.4 billion profit reported if Malaysian Financial Reporting Standards (MFRS) had been fully applied.
The report also found that TH’s financial position had deteriorated during the period, with a gap between assets and liabilities emerging from 2014, alongside concerns over investment impairment and asset valuation.
It identified several factors contributing to the crisis, including high hibah payments, accounting practices, weak oversight, the expansion of TH’s role as an economic institution and rising commitments under the Hajj Financial Assistance Scheme (HAFIS).
The RCI further recommended a forensic audit after identifying concerns involving suspicious transactions and alleged concealment of information.
It also urged authorities to act on police reports and complaints linked to TH’s management during the period.
The findings have since intensified calls for accountability, with Yang di-Pertuan Agong Sultan Ibrahim on Saturday urging investigations to continue “until the wormhole” to ensure that those responsible face appropriate action. – August 10, 2026
