POLICE are set to charge an individual over the incident involving Rocky, a stray dog, whose death during a capture operation triggered public anger.
Selangor police chief Datuk Shazeli Kahar said police had received instructions from the Deputy Public Prosecutor’s Office to proceed with charges after completing their investigation.
“Insya-Allah, charges are expected to be brought at the Klang Magistrates’ Court tomorrow. I urge members of the media to check with the court for the exact time.
“The charges are expected to involve not only police but also other enforcement agencies,” he told a press conference at the Selangor police headquarters today.
However, Shazeli declined to say whether the man and woman previously linked to the incident would be among those charged, or the specific laws that would be invoked.
He also urged the public not to hold any gathering or demonstration over the case, saying police had completed a thorough investigation and identified those responsible.
“The investigation has resulted in the directive for charges to be brought tomorrow. This shows that we are not taking sides.
“Anyone who has breached the law will be investigated, and action will be taken in accordance with the law,” he said.
Shazeli said the public should allow the legal process to take its course rather than resorting to demonstrations.
“Give the legal system the trust and space to do its job. There is no need to come and hold a gathering,” he said.
Police will maintain security at the Klang court tomorrow to ensure public order throughout the proceedings.
Shazeli reminded members of the public who attend to comply with police instructions and avoid any actions that could cause a disturbance.
“Let the law do its job,” he said.
Police had previously investigated the case under Section 428 of the Penal Code, relating to mischief by killing or maiming an animal.
Rocky’s death during the stray dog capture operation drew widespread attention, with the circumstances surrounding the incident prompting calls for those responsible to be held accountable.
Separately, a man linked to the commotion during the operation is also expected to be charged by the Veterinary Services Department at the Klang Magistrates’ Court tomorrow. – August 19, 2026
