KUALA LUMPUR – Umno says any ordinance formulated following today’s declaration of emergency must be strictly used to contain the Covid-19 pandemic, and not for any other reasons.
Its president, Datuk Seri Ahmad Zahid Hamidi, in respecting the decision by the Yang di-Pertuan Agong, said this is the stand taken by the party.
“Since the rationale provided by the prime minister in seeking an emergency is to address the pandemic, then any powers under the emergency ordinances must focus solely on the issue,” he said in a statement today.
“And, throughout this emergency, Umno hopes the principles of human rights, civil liberties, transparency and the rule of law will be maintained.”
An ordinance is a new legislation enacted following a proclamation of emergency, if the Yang di-Pertuan Agong is satisfied that there are certain circumstances that make it necessary to take immediate action.
These may include temporary use of private hospitals’ assets, buildings and resources to treat Covid-19 patients, and giving the armed forces enforcement powers similar to those of the police and other enforcement agencies.
Zahid’s statement today was released after he chaired a special Umno political bureau meeting this evening, said to discuss the latest developments today.
Earlier, Istana Negara had announced that the Yang di-Pertuan Agong has consented to a proclamation of emergency following a surge of Covid-19 cases in recent weeks.
It will take effect until August 1, or earlier, if the government is able to ensure that cases are under control.
Prime Minister Tan Sri Muhyiddin Yassin had also, in a live telecast today, said the emergency was sought in light of the high number of cases, and that this means no elections can be conducted during this period.
This follows multiple reports that Umno may force a snap election by withdrawing its support for the Perikatan Nasional government.
Zahid said the government must provide guarantees that the rakyat’s interest will be taken care of during the emergency, and must fulfil its promise to resolve all issues concerning the people’s livelihood.
“These include the unconditional withdrawal of Employees Provident Fund, extension of loan moratorium and ensuring the welfare of the public,” he said.
Zahid added that, immediately after the emergency has achieved its goal of reducing Covid-19 infections, efforts must be made to restore the functions of the constitution and adher to the practice of parliamentary democracy. – The Vibes, January 12, 2021
