KUALA LUMPUR – Five states will transition into Phase 2 of the National Recovery Plan from July 5, said Senior Minister Datuk Seri Ismail Sabri Yaakob today.
He told a press conference that the five states are Perlis, Perak, Pahang, Kelantan and Terengganu as they have achieved the three indicators under the plan.
The three indicators are:
- Logging fewer than 4,000 Covid-19 cases per day for seven consecutive days;
- Intensive care unit bed capacity at a moderate level; and,
- At least 10% of the population have received both doses of the Covid-19 vaccine.
Ismail Sabri said more economic and social activities will be restored in these five states, including car wash and hairdresser services, with the latter limited to only basic services.
Shops selling books, stationery and computers, as well as telecommunication services will be allowed to open, he added.
“Farmers’ and morning markets are allowed to open from 7am to 11am, but are limited to six commodities – fruits, vegetables, groceries, processed chicken, meat and seafood.
“However, Sunday markets, night markets and pasar tamu are not allowed to open.”
In Phase 2, he said, worker capacity for essential services will be increased to 80%.
Individual sports and recreational activities, such as archery, cycling, equestrian, exercising, jogging, tai chi, golfing, tennis singles, hiking, fishing, motoring and skateboarding are permitted.
He said inter-district and interstate travel is still prohibited, except for school teachers and students who have to attend classes for examinations.
However, long-distance married couples are allowed to make inter-district and interstate movement, he added.
“Many want to hear about inter-district and interstate travel for long-distance couples. In fact, I have received appeals on this matter. So, in Phase 2, we allow such travel for them.
“However, it is only for emergency cases and special needs, and subject to police approval.”
Last Sunday, Ismail Sabri in a statement said sectors on the positive list are allowed to operate and will be expanded in Phase 2 of the National Recovery Plan. This includes manufacturing, trade and distribution sectors.
The manufacturing sector comprises automotive (vehicles and components), ceramics, furniture factories for export purposes, as well as rubber, iron, steel and cement plants. – The Vibes, July 3, 2021
