KUALA LUMPUR – Residents of states under Phases 1 and 2 of the National Recovery Plan will see a toned-down Hari Raya Aidiladha celebration, as movement restrictions are still in force.
A set of standard operating procedures released by the Prime Minister’s Office states that home visits, social gatherings, open houses, feasts and visits to graves are not allowed.
Sacrificial rites are permitted with the SOPs set by state religious bodies, including wearing a mask and observing physical distancing.
Takbir Raya, solat sunat and khutbah Raya at mosques and surau are allowed so long as physical distancing and other health SOPs are abided by.
Among the SOPs listed by PMO are:
- Counters at entrances to limit the size of the congregation, check body temperature, provide hand sanitiser, and record attendees via MySejahtera or a physical record;
- Compulsory to wear a mask;
- Regular sanitisation of the prayer and wudhu areas, as well as toilets;
- Adequate mosque personnel for crowd control;
- Allow only healthy congregants to enter the mosque area;
- Mosques open only an hour before prayers, and to close immediately after they end;
- Marking of prayer area to indicate 1m physical distancing;
- No handshakes or other physical contact;
- Congregants encouraged to bring own sejadah;
- No crowding in the mosque compound; and,
- Encouraged to take ablutions at home.

States under Phase 1 are Selangor, Kuala Lumpur, Labuan, Johor, Kedah, Putrajaya, Melaka and Negri Sembilan.
States in Phase 2 are Perlis, Perak, Kelantan, Terengganu, Pahang, Penang, Sabah and Sarawak.
