KUALA LUMPUR – The Home Ministry has given its commitment that the Independent Police Conduct Commission (IPCC) Bill will be tabled in the Dewan Rakyat for the second reading in the current Parliament sitting.
Deputy Home Minister II Datuk Jonathan Yasin (Ranau-PN) said the bill has been listed as the seventh and final item in the parliamentary order of business.
“As of today, that is the plan. The government will table the bill in this sitting.
“There are no changes at the moment,” he said in the Dewan Rakyat today.
The current parliamentary sitting is set to end on December 16.
Jonathan was responding to questions from Datuk Seri Salahuddin Ayub (Pulai-PH) on the status of the IPCC bill.
In his supplementary question, Salahuddin had also sought for assurance from the ministry that matter will not be delayed any further, saying the bill is pertinent to address issues currently plaguing the police force.
He noted how former inspector-general of police Tan Sri Abdul Hamid Bador had on March 18 acknowledged the existence of a cartel within the force, and that Johor police chief Datuk Ayob Khan Mydin Pitchay had revealed in April that many police personnel are involved in the organised crime group “Geng Nicky”
The IPCC bill was tabled for the first reading on August 26 last year, and was initially scheduled for a second reading the following day, but it was postponed.
It was introduced in 2020 to replace the Independent Police Complaints and Misconduct Commission (IPCMC) Bill that had been tabled in Parliament by the Pakatan Harapan government in 2019.
The decision to replace the bill, following a change in government in March last year, has been criticised by various quarters, with many describing the new bill as a watered-down version of the IPCMC bill. – The Vibes, December 8, 2021
