ASEAN member states have reaffirmed their collective commitment to strengthening regional drug security through the ASEAN Drug Security and Self-Reliance (ADSSR) initiative, pledging enhanced cooperation to ensure a stable, accessible and high-quality supply of medicines across Southeast Asia.
In a declaration adopted at the 46th ASEAN Summit on Monday, the leaders agreed to deepen collaboration through the ADSSR framework and improve every stage of the pharmaceutical lifecycle — from production and registration to procurement and distribution.
“This may be achieved through an enhanced platform of communication and data sharing related to this priority to ensure successful collaboration across all domains,” the declaration stated.
The declaration also emphasised the alignment of regulatory pathways among member states, with a particular focus on ensuring the timely and uninterrupted supply of medicines during public health emergencies.
Provisions for the temporary use of unregistered pharmaceutical products under emergency circumstances were acknowledged as a key consideration.
To further regional self-reliance, ASEAN nations pledged to advance joint research and development (R\&D) into medicines targeting diseases specific to the region.
Member states also agreed to explore collaboration on the manufacturing of essential medicines that meet ASEAN quality standards.
Among the most significant measures proposed is the development of a regional pooled procurement system. The aim is to enhance the region’s bargaining power and reduce costs by coordinating procurement efforts across borders.
“This is essential to increase negotiation power and maximise cost saving in all ASEAN countries, especially with the help of existing information sharing platforms such as Price Information Exchange for Medicines (PIEMEDS),” the declaration noted.
To support these initiatives, the declaration called for stronger mutual understanding between ASEAN member states, as well as between government and private stakeholders.
ASEAN health ministers have been tasked with working alongside other ministers, sectoral bodies and stakeholders to implement the declaration’s objectives. This includes mobilising resources and monitoring progress in line with national policies and legal frameworks.
The 46th ASEAN Summit, held under Malaysia’s 2025 ASEAN Chairmanship theme ‘Inclusivity and Sustainability’, gathered leaders and high-level representatives from across the region and beyond to advance shared priorities in health, economic development and regional stability. - May 28, 2025
