INVESTIGATIONS into alleged misconduct involving Tabung Haji (TH) are underway, with the Malaysian Anti-Corruption Commission (MACC) and police taking action against individuals linked to findings from the Royal Commission of Inquiry (RCI) report.
Minister in the Prime Minister’s Department (Religious Affairs) Dr Zulkifli Hasan said the Cabinet had agreed last month for enforcement agencies to immediately investigate matters raised in the report.
He said several individuals identified in the RCI findings had since been detained as part of the ongoing investigations.
Zulkifli said the government would not protect anyone found responsible for abuse of power or breach of trust involving TH’s funds and assets, which are held on behalf of Malaysian pilgrims.
“The action taken shows that there will be no compromise against those involved in wrongdoing involving the people’s money,” he told a special Dewan Rakyat sitting today.
He also said the investigation would be carried out in line with Yang di-Pertuan Agong Sultan Ibrahim’s call for a thorough and transparent probe into the RCI findings.
Zulkifli added that TH had completed more than 75% of the recommendations made by the RCI to improve its governance, with the remaining measures still being implemented.
However, he said those who were managing TH at the time could not claim they were unaware of the institution’s financial problems.
He said Bank Negara Malaysia (BNM) had issued five warning letters to TH’s chairman and the minister responsible for religious affairs at the time over concerns about the gap between TH’s assets and liabilities.
“They were warned five times that the issue needed to be addressed immediately to prevent TH from continuing to breach financial requirements,” he said.
Zulkifli said BNM’s warnings were issued due to concerns that the financial imbalance could affect TH’s stability and create wider risks to the country’s financial system.
He alleged that the warnings were not acted upon by TH’s leadership at the time despite the risks highlighted by the central bank. – August 11, 2026
