MITI confirms final ruling on anti-dumping duties for certain steel imports

Anti-dumping tariffs on wide cold-rolled non-alloy steel coils from China and Japan will remain in place until 2030, while duties on similar imports from South Korea and Vietnam are set to be lifted

Ministry announces the duties will remain in effect for a further five years - June 21, 2025

THE government has reached a final determination to extend anti-dumping duties on the import of specific cold-rolled non-alloy steel coils exceeding 1,300mm in width from the People’s Republic of China (PRC) and Japan.

In a statement issued following the conclusion of an administrative review initiated on 24 December 2024, the Ministry of Investment, Trade and Industry (MITI) announced that the duties will remain in effect for a further five years, from 23 June 2025 to 22 June 2030.

The review was undertaken in response to a petition filed by Mycron Steel CRC Sdn Bhd on behalf of the domestic industry. The review aimed to assess whether the expiry of existing duties would likely result in continued or renewed dumping and injury to Malaysian producers.

In accordance with subsection 28(6) of the Countervailing and Anti-Dumping Duties Act 1993 and the related 1994 Regulations, the government has confirmed an affirmative finding in relation to imports from the PRC and Japan.

MITI, in a statement today, reported that Chinese producers Angang Steel Company Limited, Maanshan Iron and Steel Co., Ltd, and Shougang Jingtang United Iron & Steel Co., Ltd will face anti-dumping duties of 4.82 per cent, 4.76 per cent and 8.74 per cent respectively. All other Chinese exporters will be subject to a duty of 26.38 per cent. All Japanese producers and exporters will face a uniform rate of 26.39 per cent.

The Royal Malaysian Customs Department will enforce these duties over the five-year period.

Conversely, MITI issued a negative final determination for imports of the same steel products from the Republic of Korea (ROK) and the Socialist Republic of Vietnam. Accordingly, all anti-dumping measures and investigations concerning those countries will be terminated with effect from 23 June 2025.

Interested parties, including local manufacturers, importers, foreign exporters, and relevant trade associations, may request access to a non-confidential version of the final determination report by submitting a written application to the Director of the Ministry of Investment, Trade and Industry (MITI). - June 21, 2025
