A CYCLING coach was charged at the Sessions Court here today with physically sexually assaulting a 15-year-old female trainee at a bicycle storage room in Taman Desa Keramat around June last year.

The accused, Nor Effandy Rosli, 58, who is also a former national cyclist, pleaded not guilty after the charge was read before Judge Norshila Kamarudin.

He is alleged to have committed the act at approximately 6pm in June 2024 inside a bicycle storage room located within a food court in Taman Desa Keramat.

Nor Effandy is charged under Section 14(a) of the Sexual Offences Against Children Act 2017, read together with Section 16(1) of the same Act.

Section 14(a) of the Act carries a penalty of imprisonment for up to 20 years and whipping upon conviction, while Section 16(1) provides for a maximum five-year imprisonment and a minimum of two strokes of the cane.

Deputy Public Prosecutor Nadiah Malek Fauzie proposed bail of RM15,000 with one surety, alongside additional conditions that the accused surrender his passport to the court and report to the police once a month.

Defence counsel Hamdan Hamzah requested a reduction in bail to RM5,000, informing the court that his client is a full-time enforcement assistant at a municipal council with a monthly income of RM5,000, and is supporting his wife and four children.

The court allowed bail at RM8,000 with one surety, ordered the surrender of the accused’s passport, and prohibited any contact or communication with the victim during the trial.

The case has been set for mention and document submission on 1 August. - July 3, 2025
