THE Second Meeting of the Fourth Session of the 15th Malaysian Parliament opened today without any mention of a motion of no confidence, according to Dewan Rakyat Speaker Tan Sri Johari Abdul.
In his address during the proclamation of the new session, Johari outlined that the focus of parliamentary proceedings would include bills and motions related to the 13th Malaysia Plan (RMK-13).
He added that other key matters expected to be debated include the 2025 Auditor-General’s Report (Series 2), as well as the Annual Report and Financial Statements of the Human Rights Commission of Malaysia (SUHAKAM).
“This session is expected to sit frequently into the evenings,” he told the Dewan Rakyat.
Separately, Johari confirmed that the Parliamentary Services Act 2025 (PSA) had received Royal Assent from the Yang di-Pertuan Agong Sultan Ibrahim, marking the restoration of Parliament’s institutional autonomy.
“It also strengthens Malaysian democracy and reinforces the principle of separation of powers. I extend my appreciation to all Members of Parliament who supported the enactment of the PSA,” he said.
In a health-related development, Johari announced that all Members of Parliament are required to undergo medical examinations before 7 November.
“A circular regarding the health checks will be distributed soon. It is important to help MPs understand their health status early, allowing preventive steps to be taken promptly,” he said.
He also congratulated MPs for having undergone health screenings for two consecutive years.
Royal Assent Granted to 20 Malaysian Acts
In a related matter, His Majesty Sultan Ibrahim, the King of Malaysia, has granted royal assent to 20 Acts of Parliament, among them significant legislative reforms such as the BERNAMA (Amendment) Act 2025, the Parliamentary Services Act 2025, and the Malaysian Media Council Act 2025.

Other legislation endorsed by the Yang di-Pertuan Agong includes the Constitution (Amendment) Act 2025, amendments to both the Sabah and Sarawak Labour Ordinances, the Labuan Companies (Amendment) Act 2025 and the Labuan Trusts (Amendment) Act 2025.
Further Acts include amendments to the Labuan Limited Partnerships and Limited Liability Partnerships Act, the Legal Profession (Amendment) Act 2025, the Online Safety Act 2025, and the Commercial Vehicles Licensing Board (Amendment) Act 2025.
“The Agong has also assented to the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities (Amendment) Act 2025, Tunku Abdul Rahman Foundation Fund (Amendment) Act 2025, Supplementary Supply (2024) Act 2025, and Constitution (Amendment 2) Act 2025,” said Johari.
Other legislation receiving assent includes the Fire Services (Amendment) Act 2025, the Government Services Efficiency Commitment Act 2025, and the Employees Provident Fund (Amendment) Act 2025.
Separately, in his formal proclamation at the opening of the Second Meeting of the Fourth Session of the 15th Parliament today, Johari announced that the sitting will span 24 days, concluding on 28 August. A central focus of the session will be the tabling and debate of the 13th Malaysia Plan (13MP), scheduled for 31 July by Prime Minister Datuk Seri Anwar Ibrahim.
“This parliamentary sitting is expected to extend into the night to allow Members of Parliament ample time to debate and discuss the core elements of the 13MP,” he said.
Johari said the session will also deliberate on Bills, motions related to the 13MP, the Auditor-General’s Report 2/2025, and the Annual Report and Financial Statements of the Human Rights Commission of Malaysia (SUHAKAM).
He expressed appreciation to MPs for their support in passing the Parliamentary Services Act, which has now become law following royal assent.
“With this Act, the autonomy of the Malaysian Parliament has been restored, strengthening our democracy and reinforcing the principle of separation of powers,” he said.
The Speaker also reminded all MPs to undergo mandatory health screenings by 7 November, as practised in the previous session, noting the importance of early detection and preventive care. - July 21, 2025
