HIS Majesty Sultan Ibrahim, King of Malaysia, has today formally granted royal assent to the Anti-Bullying Act 2026 at Istana Bukit Tunku, enacting a landmark measure aimed at protecting victims of bullying across the nation.
The legislation, which was drafted and passed by Parliament on December 3, 2025, establishes a dedicated legal framework to address bullying incidents, ensuring victims receive protection, justice, and access to remedies under the law.
Under the provisions of the Act, several government bodies are empowered to manage and regulate bullying cases within their respective spheres.
These include the Education Ministry, Majlis Amanah Rakyat (Mara), the Defence Ministry, the Women, Family and Community Development Ministry, and the Home Ministry, enabling a coordinated approach across schools, training institutions, and other facilities under their jurisdictions.
A central feature of the Act is the creation of an Anti-Bullying Tribunal, a specialised quasi-judicial body tasked with receiving, hearing, and determining complaints lodged by victims.
The Tribunal will have the authority to award compensation, issue protection orders, and take other measures necessary to safeguard victims and ensure accountability for perpetrators.
The introduction of this Act reflects Malaysia’s growing commitment to addressing the social and psychological harms caused by bullying, ensuring that victims have both recourse and protection through a structured, legalised mechanism.
This marks a historic step in the country’s legislative efforts to institutionalise child protection and combat harassment in educational and public institutions. - January 10, 2026
