THE Malaysian Communications and Multimedia Commission (MCMC) has expressed deep concern over the misuse of telecommunications equipment, including SIM Box devices and SIM cards, for criminal purposes and online scams.
SIM Box devices and the bulk use of SIM cards, including foreign SIM cards, are frequently exploited to create large-scale fake online accounts, bypass digital platform security controls, and facilitate activities such as online fraud and other cybercrimes.
Such abuse poses a significant threat to the integrity of the national communications network and to user safety.
In a recent coordinated operation with the Royal Malaysia Police (Polis Diraja Malaysia, PDRM) in Kajang, authorities seized 50 SIM Box devices, 5,000 SIM cards, and related equipment for investigation purposes.
The operation and ensuing investigations were fully led by the PDRM, while MCMC conducted inquiries under the Communications and Multimedia Act 1998 and the Communications and Multimedia (Technical Standards) Regulations 2000.
"Misuse of SIM Box devices and bulk SIM cards, including foreign SIM cards, allows criminals to create fake accounts for the purpose of committing fraud and cybercrime, thereby endangering users," MCMC stated.
Under Section 239 of Act 588, offenders may face fines of up to RM100,000, imprisonment for up to two years, or both.
MCMC emphasised that the exploitation of SIM Box devices and SIM cards to create fake online accounts represents a serious threat to national security. "Telecommunications service providers must tighten SIM card registration controls to ensure digital safety," the Commission said.
The Commission added that it will continue to collaborate closely with PDRM and other enforcement agencies to safeguard national security, prevent misuse of telecommunications services, and ensure compliance with relevant laws and regulations.
