KUALA LUMPUR – The National Security Council has decided to implement a full enhanced movement control order (EMCO) lockdown in several districts in Selangor as well as a few localities here for 14 days, starting on Saturday to July 16.
The EMCO order covers 34 subdistricts in Selangor and 14 localities here.
“With the implementation of the EMCO, all routes in the EMCO areas will be closed and monitored by the police.
“All workers in EMCO areas will not be allowed to leave their homes except for one person from the household who can do so to buy neccesities in EMCO areas within a 10km radius from their homes,” Senior Minister (Security) Datuk Seri Ismail Sabri Yaakob said in a statement today.
All routes into EMCO areas will be closed and monitored by the police, he said.
However, those who have an appointment to be inoculated against Covid-19 will be allowed to travel to the vaccination centre and back, even if it is in another district or state.
Ismail Sabri also said that the Covid-19 Immunisation Task Force (CITF) has assured that vaccination efforts will be heightened in areas affected by the EMCO.
“Therefore, movement across districts and states for the purpose of getting the Covid-19 shot at a vaccination centre (PPV) in another district or state is allowed by presenting details of appointments on the MySejahtera app, website or SMS.”

Public transport services can continue, while airports and ports also allowed to operate as usual.
However, public transport systems, including trains, buses, taxis, ferries and e-hailing vehicles are only allowed to operate with 50% capacity.
E-hailing vehicles are only allowed to carry one passenger with the single driver.
The curfew-like restrictions also bar non-essential movement after 8pm. One can only venture out due to an emergency or with permission from the police.
Ismail Sabri said workers who are not involved in essential services are not allowed to leave EMCO areas and cannot go to work throughout the EMCO period.
Only factories producing essential daily food items, such as rice, bread, sugar, cooking oil, flour, fresh milk, infant formula, medication and masks, are allowed to function.
Also allowed are those providing essential services, like utilities, cleaning and sewage, and are permitted to operate from 8am to 8pm.
“Authorisation to work is only given to those carrying out essential services or are on official government duties, with valid confirmation from employers or possession of work passes,” he said.
“Employers must comply with this directive and allow their workers to take leave or to work from home,” he said.
