MCMC outlines 10 subsidiary instruments to support Online Safety Act 2024

THE Malaysian Communications and Multimedia Commission (MCMC) has identified ten subsidiary instruments, including regulations and codes of practice, to support the effective rollout of the Online Safety Act 2024, according to Deputy Communications Minister Teo Nie Ching.

She said the instruments were currently at different stages of development, with their progress determined by the complexity and urgency of each item to ensure they remain aligned with the aims of the legislation.

“MCMC anticipates completing the development of the subsidiary instruments between Q4 2025 and Q2 2026, subject to the complexity and readiness of each item,” Bernama reported Teo saying during the Malaysia Book of Records (MBR) 30th Anniversary celebration on Friday evening.

The minister added that completion of the regulations would depend on the Regulatory Impact Analysis (RIA) by the Malaysia Productivity Corporation (MPC), followed by legal vetting and approval from the Attorney General’s Chambers (AGC).

Also present at the event were the 8th Yang di-Pertua Negeri of Penang, Datuk Seri Ahmad Fuzi Abdul Razak, MBR chairman Datuk Seri Dr Michael Tio, MBR chief executive officer Christopher Wong, Bernama CEO Datin Paduka Nur-ul Afida Kamaludin and Bernama Head of TV, Nor Hamzeela Md Hambali.

Teo further revealed that MBR would certify a new national record for a book on child sexual grooming authored by Mohamed Nazri Prem Nasir on 2 August at the University of Malaya. She emphasised that child sexual grooming is among the key areas of concern addressed by the Online Safety Act 2024.

The Act, passed earlier this year, is regarded as a landmark initiative to create a safer online environment, particularly for children and vulnerable users.

Highlighting MBR's ongoing initiatives, Teo announced a new 13-episode television series titled Malaysia Luar Biasa, produced in collaboration with national news agency Bernama. The show, set to debut during National Day celebration week, will feature 30 to 40 national records achieved by remarkable Malaysians.

“Notably, the programme will debut during the National Day celebration week, making it even more special as we honour not just our nation's independence but also the spirit, resilience, and excellence of Malaysians who have made their mark,” she said.

“It’s a timely reminder that patriotism can be expressed through achievement and that greatness can come from every corner of our beloved country.”

The series is scheduled to premiere on 26 August 2025 at 8.30pm on Bernama TV (Astro 502).

Teo also commended Bernama for its role in the record-setting “Longest Non-Stop Multi-language National Broadcast”, held from 16 to 17 September 2019 in conjunction with Malaysia Day, noting that the achievement remains a source of national pride.

Bernama TV, then known as Bernama News Channel (BNC), was a key broadcast partner in the 25-hour multilingual telecast.

In addition, Teo praised the National Information Dissemination Centre’s (NADI) recent success at the World Summit on the Information Society (WSIS) Awards 2025 in Geneva. The accolades were awarded for the Pulau Banggi Initiative and Pulau Ketam Stingray II Project.

She reported that as of 30 June, 1,097 of the planned 1,099 NADI centres had been established across Malaysia, with the final two centres in Sabah nearing completion.
