PETRONAS has launched its long-term CAPE 2030 Masterplan, a comprehensive transformation strategy designed to elevate project delivery in Malaysia, strengthen the competitiveness of the oil and gas services and equipment (OGSE) sector, and foster data-driven resource planning to achieve regional top-quartile performance by 2030.
The state-owned energy giant said the implementation of the masterplan also aligns with its broader ambition to evolve into a ‘superstore’ of energy by 2035.
Key strategic priorities include excellence in project execution, enhanced OGSE performance, and integrated resource planning, according to the PETRONAS Activity Outlook 2026–2028.
“The masterplan addresses current industry challenges, nurtures resilience, and positions Malaysia’s OGSE sector as a critical driver of economic and technological advancement,” PETRONAS noted.
“It also supports the national goal of producing two million barrels of oil equivalent per day (MMboed) this year and beyond.”
CAPE 2030 emphasises digital transformation and integrated planning to ensure Malaysian OGSE companies remain agile in an ever-evolving global market.
The initiative adopts a collaborative approach, engaging businesses, government agencies, and communities to contribute meaningfully to the nation’s future.
“Ultimately, the plan represents a shared commitment to excellence, innovation, and long-term prosperity for Malaysia’s energy industry,” PETRONAS stated.
To achieve top-quartile regional performance by 2030, the company will prioritise improving project delivery efficiency, including reducing the timeline from resource discovery to commercial production to just 50 months, while maintaining quality and safety standards.
This requires OGSE players to adopt new technologies and automation across the entire project lifecycle.
CAPE 2030 takes into account the cyclical nature of the oil and gas industry, underscoring the need for continuous innovation and renewal to ensure sustainable sector growth.
The masterplan charts a phased journey, each stage designed to address emerging challenges, drive transformation, and strengthen resilience.
It honours past milestones while setting a clear trajectory for future improvement, ensuring the industry’s ongoing ability to adapt, innovate, and thrive in a dynamic environment.
By 2026, a comprehensive transformation roadmap covering engineering, fabrication, marine logistics, digital integration, and rigorous productivity monitoring will accelerate progress across the OGSE value chain.
By 2030, Malaysia aims to achieve a 30 per cent increase in productivity and attain top-quartile regional performance, positioning the OGSE sector as a competitive, future-ready ecosystem.
