IN the face of mounting global uncertainty and domestic challenges, the 13th Malaysia Plan (RMK13) is set to serve as a roadmap for national recovery and structural reform, said Prime Minister Datuk Seri Anwar Ibrahim.

"It must be the key instrument in rebuilding public trust in the government’s capacity to plan for the future in a holistic, inclusive and sustainable manner," said the Prime Minister ahead of the tabling of RMK13 in the Dewan Rakyat at noon today.

The plan, which will guide national development from 2026 to 2030, aims to unify Malaysians not only through equitable economic opportunities but also by embracing the country’s ethnic, regional and socio-economic diversity.

RMK13 also aims to tackle all economic and racial inequality.

"Balanced development between Peninsular Malaysia, Sabah and Sarawak, as well as inclusive policies, will ensure no group is left behind from the national progress agenda," he said.

RMK13 is also expected to address persistent socio-economic inequalities through targeted social protection, upskilling programmes, and a more effective aid delivery system.

On the global stage, the plan is designed to enhance Malaysia’s competitiveness — not only in economic and investment terms but in governance, environmental policy and technology.

Still, the success of RMK13 cannot rest solely on policy.

It will only become a reality if implemented with consistent political will, transparent and accountable governance, and close collaboration from all stakeholders.

Without full commitment, RMK13 risks becoming another well-written plan that fails on the ground.

Recent online polls suggest that the public expects a comprehensive approach from the government.

Anwar said RMK13 has been developed with extensive engagement across sectors, regions and stakeholders — including state governments — to ensure grassroots voices are reflected in national planning.

"It’s preparation has involved wide-ranging stakeholder engagements across sectors, backgrounds and regions," he said.

"This includes state governments to ensure the voice of the people is truly embedded in future planning."

"Let us redraw the nation’s development centred on the people and rooted in values of compassion, justice and humanity.

"May we reach for the sky while remaining firmly grounded,” Anwar said.

Minister of Communications and Madani Government Spokesman Datuk Fahmi Fadzil said RMK13 is aligned with the Madani Economy framework and prioritises raising both national and household income.

He explained that the guiding principle of RMK13 is the 'raising the ceiling and raising the floor' strategy — a five-year medium-term vision aimed at spurring economic growth while ensuring citizen well-being.

"We will also focus on several key sectors and industries that generate and add economic value," said Fahmi. "The emphasis will be on downstream activities and industry development." - July 31, 2025
