SABAH Deputy Chief Minister Datuk Seri Jeffrey Kitingan has called on the state to take the lead in introducing a dedicated anti-bullying law, which he proposed be named the “Zara Law”.
The proposal was made in memory of 13-year-old Zara Qairina Mahathir, whose death at a Papar boarding school in July sparked national outrage and gave rise to the “Justice for Zara” campaign.
“On Sabah Day, in accordance with Justice for Zara, I propose that Sabah take the initiative to pass an anti-bullying law, which we can call Zara Law. To ensure that Sabah is also free from bullying culture,” Jeffrey told thousands gathered at Padang Merdeka yesterday for the state’s Sabah Day Run.
Malaysia amended the Penal Code in July to criminalise bullying, but no standalone Anti-Bullying Act currently exists.
Jeffrey’s call reflects growing public pressure for stronger protections, after a string of high-profile cases unsettled parents and put schools under scrutiny.
Zara was found unconscious near her dormitory on July 16 but passed away the following day.
Her death has become a rallying point as an inquest into her death is expected to commence in September.

Jeffrey’s remarks came after he flagged off the 1,588km Merdeka Run, which saw more than 7,000 participants on the day and over 12,000 registered.
The relay crossed districts statewide, with runners engaging villagers and families along the route to spread the message of Sabah Day. – September 1, 2025
