THE Selangor state government has unveiled its 2026 budget totalling RM3.23 billion, themed ‘Selangor Juara, Rakyat Sejahtera’, (‘Champion Selangor, Prosperous People’) emphasising the enhancement of citizen welfare, education, and social protection.
Selangor Chief Minister Datuk Seri Amirudin Shari said today that RM1.86 billion or 57.6 per cent of the budget is allocated for operating expenses, while RM1.37 billion, representing 42.4 per cent, is dedicated to development expenditure.
He outlined six key commitments underpinning the budget, including strengthening state revenue and economic opportunities for the people, governance reform, educational excellence, arts and cultural development, supporting a caring Selangor, and enhancing environmental sustainability and infrastructure.
“The state government projects revenue of RM2.8 billion, with land premiums contributing RM1.02 billion or 36.3 per cent next year. Land taxes are expected to contribute RM691.27 million, or 24.7 per cent, while federal allocations are estimated at RM263.16 million, representing 9.4 per cent,” he said.
Amirudin noted that with total projected revenue of RM2.8 billion against expenditure of RM3.23 billion, the 2026 budget will run a deficit of RM430 million. “However, this deficit will be fully covered by the balance in the Consolidated Revenue Account,” he added.
For operating expenses, RM651.28 million is earmarked for emoluments, RM739.7 million for services and supplies, RM22.48 million for assets, RM426.75 million for grants and fixed payments, and RM19.79 million for other expenses.
Services and supplies form the largest component, accounting for 39.8 per cent, covering the second phase of the Public Service Remuneration System, contract wages aligned with the RM1,700 minimum wage, maintenance of 26 departments, nine district Penghulu offices, utilities, KAFA teacher allowances, and government building leases, including the state secretariat and nine Shariah Subordinate Courts.
The RM1.37 billion allocated for development expenditure represents an increase of RM70 million or 5.4 per cent over the previous year.
“Next year will also see a greater focus on the social sector with RM360 million, or 30 per cent, allocated to address global economic challenges and strengthen social protection systems.
“This includes welfare, education, and economic empowerment of target groups as core measures to enhance the well-being of Selangor citizens in the coming year,” he said. - November 14, 2025
