A 47-YEAR-OLD Assistant Information Technology Officer in Tapah, Perak, was today sentenced to a RM2,000 fine for submitting a falsified document to secure payment for ICT maintenance work that was never performed.
Zuraime Ramli, who also serves as a computer technician, pleaded guilty without legal representation before Judge Meor Sulaiman Ahmad Tarmizim at the Sessions Court in Ipoh.
The court further ordered that Zuraime would serve a one-month jail term should he fail to pay the fine.
According to court documents, the offence occurred on 1 August 2023 at the Batang Padang District Education Office (PPD), Tapah, where Zuraime submitted and certified a Receipt Certificate for ICT maintenance work valued at RM25,000, despite the work not being executed.
The PPD had allocated RM25,000 for ICT maintenance in 2023 and engaged Bidor Soon Hin Computer Sdn Bhd to carry out maintenance across local schools and PPD offices.
Investigations by the Malaysian Anti-Corruption Commission (SPRM) revealed that Zuraime authorised the certificate on 1 August 2023 even though the services had not been provided.
A total of RM24,800, after a RM200 deduction, was credited to the supplier company, Commerce Dot Com Sdn Bhd, on 16 August 2023. SPRM inquiries confirmed that no ICT maintenance work had been conducted.
The company’s manager, Soo Hong Sing, admitted the services were never delivered and stated that Zuraime requested to “borrow” the allocation, fearing the funds would be withdrawn if not utilised.
The offence was charged under Section 471 of the Penal Code, punishable under Section 465 of the same law. The prosecution was conducted by SPRM officers Nanthini Gunaseigaran and Mohd Afiq Mohd Adnan from the Perak branch. - November 18, 2025
