THE Ministry of Housing and Local Government (KPKT) has indicated its willingness to work with local authorities and all relevant parties to implement a regularisation programme for places of worship constructed without proper approval.
Minister of Housing and Local Government Nga Kor Ming stressed that while land matters fall under state jurisdiction, KPKT remains open to assisting in resolving the issue amicably.
“Therefore, under KPKT there is the Non-Islamic Places of Worship Division (RIBI). Let us work together to address and resolve these issues,” he said during the MADANI Charity Contribution event at SJKC Bercham on Sunday.
Nga highlighted that all construction of places of worship must comply with the law, including obtaining planning permission (KM) from local authorities.
“In fact, our laws are clear. They need to apply for planning permission, and this regulation applies to all places of worship — churches, mosques, temples, and shrines — without exception,” he said.
He noted that some structures predate the Local Government Act 1976 or the National Land Code 1965.
“Some of these places of worship have existed for hundreds of years. Therefore, they have been there for a long time. We need to find a solution through a regularisation process. What is important is that the structure does not disrupt public order, encroach on river reserves, or interfere with traffic or roads,” he added.
Yesterday, Prime Minister Datuk Seri Anwar Ibrahim reaffirmed that the government does not condone the construction of places of worship without adherence to the regulations and laws, regardless of the community involved.
“All places of worship, including temples, mosques, suraus, and churches, must comply with the same rules to safeguard harmony and national unity,” the Prime Minister said. - February 8, 2026
