THE revocation of the appointments of the 10 Negeri Sembilan State Executive Council (Exco) members is valid under the provisions of state laws.
The Exco members are Datuk Mohd Faizal Ramli, Datuk Zaifulbahri Idris, Datuk Mustapha Nagoor, Siow Kong Choon, Siti Nur Umaira Hasim, Datuk Mohd Asna Amin, Datuk Mohd Razi Mohd Ali, Suhaimizan Bizar, Mohd Fairuz Mohd Isa, and Datuk Razali Abu Samah.
Attorney General Tan Sri Mohd Dusuki Mokhtar said the gazette revoking the appointments—effective September 20—was issued by the Yang di-Pertuan Besar of Negeri Sembilan, Tuanku Muhriz Tuanku Munawir, under Article 38(5) of the Laws of the Constitution of Negeri Sembilan 1959.
"This gazette follows standard procedure.
"Based on the gazette issued under Article 38(5) of the Laws of the Constitution of Negeri Sembilan 1959, an Exco member—other than the Menteri Besar—holds office at the pleasure of Tuanku Muhriz," he told Sinar Harian today.
Earlier, it was reported that all Exco members took and signed their oaths of office and pledges of loyalty before Tuanku Muhriz on August 7, before assuming their roles in the Negeri Sembilan State Executive Council.
As the Exco members had breached that pledge of loyalty, Tuanku Muhriz withdrew his consent and revoked their appointments.
On September 20, the Negeri Sembilan Palace announced that Tuanku Muhriz had revoked the appointments of all the Exco members in question, effective immediately.
Previously, the Attorney General's Chambers (AGC) had advised that the Menteri Besar and the Negeri Sembilan Exco did not possess the unilateral authority to terminate or vacate the position of the Yang di-Pertuan Besar of Negeri Sembilan.
Additionally, the AGC clarified that the Exco lacks the legal authority to suspend the State Secretary and the State Legal Adviser, as both positions fall under the jurisdiction of the Public Services Commission (SPA) and the Judicial and Legal Service Commission. – September 26, 2026
