KUALA LUMPUR – Those in Selangor, Kuala Lumpur and Putrajaya will be allowed to dine at restaurants and eateries, a maximum of two people per table, despite the implementation of the conditional movement control order (CMCO) at midnight.
All public transportation services will be permitted to operate as usual, according to Senior Minister (Security Cluster) Datuk Seri Ismail Sabri Yaakob today.
He said unlike Sabah, which have stricter standard operating procedures (SOPs), the government has decided to provide more flexibility for those in the Klang Valley as Covid-19 cases here is not as high.
However, he added the implementation of the CMCO here is still necessary considering the upward trend in the number of cases in the past week.
“In Sabah, we can see almost half of the areas have been declared as red zones. In Selangor, KL and Putrajaya, the government is only taking a proactive approach, as we are worried that the cases will continue to rise.
“I hope all citizens will observe the SOPs introduced by the government. Insya-allah, if we abide together, we should be able to contain the Covid-19 outbreak,” he said in his Covid-19 briefing carried live on Facebook today.
Ismail had yesterday announced that Selangor, Kuala Lumpur and Putrajaya will be placed under CMCO for two weeks beginning midnight.
He had said all economic activities would be allowed to carry on during this period, although he did not provide the full SOP.
Elaborating on the SOP today, he said all eateries, including restaurants, food stalls, food trucks, hawkers, food courts and roadside stalls can operate from 6am to 10pm.
While dine-ins will be permitted at a maximum two persons per table, Ismail Sabri encouraged the public to opt for deliveries or take-aways, where possible.
As for the decision to allow public transportation services to operate, he said this is necessary considering those in the affected areas will be working as usual.
These (public transport services) included rail services, express buses, taxis and e-hailing services, although the latter two can only operate from 6am to midnight, with a maximum of two passengers per vehicle.
He said the government has also agreed to allow a maximum of six people to perform the five daily obligatory prayers at mosques, while the same number of individuals can be present at non-Muslim places of worship to manage the premises.
Below is the full SOP for the CMCO in Selangor, Kuala Lumpur and Putrajaya:
- Only two individuals from the same household are allowed to leave their house to purchase groceries;
- Interstate and inter-district travels are prohibited unless in cases of emergencies. Those travelling for work need to have their worker’s pass or letter of approval from employers;
- Those travelling through Selangor and KL to other states, as well those flying out from airports in the CMCO areas are advised to get approval from the nearest police stations;
- Restaurants, food stalls, food trucks, hawkers, food courts, roadside stalls and sundry shops can operate from 6am to 10pm, while dine-ins are allowed at a maximum of two individuals per table;
- Daily markets can operate from 6am to 2pm, wholesale markets from 4am to 2pm, pasar tani from 6am to midnight and night markets from 4pm to 10pm;
- Petrol stations operating hours will be limited from 6am to 10pm daily (except stations along highways which can operate 24 hours);
- Public transport can operate as usual, although e-hailing and taxis’ operating hours are limited from 6am to midnight, with a maximum of two passengers;
- Public and private clinics and hospitals are allowed to open 24 hours, while pharmacies can operate from 8am to 11pm;
- All sectors related to fisheries, plantation, agriculture, livestock and the food chain are allowed to operate. The same applies to activities and services at airports and ports;
- Mosques can carry out daily prayers with a maximum of six worshippers, while staff at non-Muslim places of worship will also be limited to six;
- All leisure, cultural and entertainment activities are prohibited;
- Individual sports activities, e-sports, non-contact sports and outdoor sports not more than 10 people will be allowed, so are national- and state-level training programmes for athletes;
- Physical and contact sports, activities in swimming pools, organising of competitions and events, events with the presence of audience are not allowed;
- All institutions of learning, including schools, universities, childcare centres and tadika must remain closed;
- Seminars, workshops, courses, trainings, talks, meetings, conventions and exhibitions are prohibited;
- Large-scale ceremonies, including weddings and birthday celebrations are not allowed;
