ALOR STAR – Police are investigating allegedly brutal acts done by Kulim Municipal Council enforcement workers during an operation to catch stray dogs in the Taman Tiram housing area this week.
Kedah top cop Datuk Kamarul Zaman Mamat in a statement today said two reports have been lodged over the purportedly cruel and inhumane actions, and that a video of the incident has gone viral on social media.
“An investigation paper has been opened under Section 428 of the Penal Code for committing mischief by killing, poisoning, maiming or rendering useless any animal. It provides for imprisonment of up to three years, or a fine, or both, upon conviction.
“We are still in the midst of the probe to determine whether the laws and standard operating procedures in dealing with stray and feral dogs were followed.”
He urged the public against speculating or sharing the clip.
