KUALA LUMPUR – Residents of states in Phase 2 of the National Recovery Plan (NRP), including the Klang Valley, will enjoy more relaxation in standard operating procedures (SOPs) beginning Friday.
In a statement today, Prime Minister Datuk Seri Ismail Sabri Yaakob said kindergartens, nurseries, day-care and mind development centres are allowed to operate for children whose parents are working.
“Operators and workers in these centres must have completed their vaccinations before being allowed to operate,” Ismail Sabri said.
He said that pond-fishing activities in Phase 1 and Phase 2 states of the NRP are also allowed for fully vaccinated individuals.
“For Phase 1, it is allowed from 6am to 8pm within the same district whereas for Phase 2, it is allowed from 6am to 10pm in the same state,” he said.
Meanwhile, there are also new relaxations for social sectors in Phase 2 and 3 states pertaining to physical contact sports.
“Physical contact sports and recreation activities involving outdoor and indoor settings are allowed for individuals who are fully vaccinated (by reservation, sanitation, scheduling and close monitoring).
“Team sports and recreational activities involving physical contact (such as football, volleyball, sepak takraw and others) are permitted in accordance to full capacity of the respective sports. These are restricted to individuals who are fully vaccinated and to be done at premises that are fully monitored.
“Individual fitness activities, such as aerobics, zumba and similar activities that are performed in groups in the same area or premise with a 50% capacity compliance or not more than 50 people (whichever is lower) are allowed for fully vaccinated individuals, under the supervision of a coach or instructor,” he said.
Islamic graveside visits will be allowed in all states no matter what phase they are in. Visits to non-Muslim cemeteries are also allowed and SOPs will be set by the National Unity Ministry.
The Bera MP also said cruise ships are allowed to operate at 50% capacity, provided that all passengers and crew are fully vaccinated.
In the same statement, he also said the Special Committee on Pandemic Management has agreed to relax more curbs in the employment and economic sectors for states under Phase 1 of the NRP from Friday onwards.
He said the supply of minerals and rock materials, including sand, as well as the movement from quarry mineral tenements or dredging sites to premises or sites of major public infrastructure construction projects and necessary industrial or service premises will be allowed.
“Care and maintenance on mineral tenements, quarries and dredging sites as well as on the premises on mineral licences and mineral processing licences are permitted for safety and security purposes to avoid the risk of accidents.
“Operation of tenements, minerals and dredging sites for the purpose of producing minerals and rock materials including sand is permitted.
“Export of minerals and rock minerals, including river sand abroad, is permitted.
“Wood- and kenaf-based plantations are also allowed,” he said.
The following is a list of businesses allowed to operate for states under Phase 1 of the NRP, provided that vaccination conditions are met:
1) photography shops and services
2) used items shops
3) nurseries and florists
4) souvenirs and crafts
5) antique shops
6) toy shops
7) carpet shops
8) creative content and equipment shops
9) outdoor equipment shops
10) cosmetic shops
11) tobacco shops, including outlets selling vapes and electronic cigarettes
In states under Phase 2, all economic sectors can now operate at 60% capacity, if 40% of their employees are fully vaccinated.
Meanwhile, private sector offices can operate at 80% capacity, if 60% of their workers are fully vaccinated.
Offices and premises can operate at 100% if their workers are 80% fully vaccinated.
Workers’ transport are allowed to take in 100% vehicle capacity if the workers are fully vaccinated.
Furniture factories in states under Phase 2 of the NRP are also allowed to operate.
“The economic sector in states under Phases 2 and 3 are allowed to undertake forestry management activities, including logging, permanent forest reserve and forest development under the 12th Malaysia Plan.
“Meanwhile, in states under Phases 2, 3 and 4, face-to-face or physical meetings are allowed for individuals who have been fully vaccinated,” Ismail Sabri. – The Vibes, September 15, 2021
